The more unfortunate lived on the streets. That is why they later made it so no immigrant could become a citizen unless they had some money to start their new lives.

um, i think that they first had to go thru hours of paperwork to legally become an legal immigrant, then they had to board off ships that carried them to the NYC harbor, and created new lives for themselves.
