In the 19th century (and even sometimes today although rarely) people would set their formal table with salt cellars at each place. They were very small bowls with tiny spoons. The salt was put into the salt cellar and you would use the tiny spoons to sprinkle it on your food. Many people collect antique salt cellars today. Before salt cellars, people often carried their own salt in a small bag made from cloth or leather or sometimes in a small box similar to a snuff box. At home, the salt was just kept in a bowl on the table and passed around. The people would pick it up in their fingers and sprinkle that way or a spoon would be provided in the bowl.
Not exactly sure. Both salt and pepper have been cultivated for the past 4000 years (by the Assyrians and Indians, respectively). However salt comes from rock, whereas pepper comes from a plant that must be ground before use. I would say salt.
No

Where is it written to use salt before pepper? Silly question.
