In 1215 the Fourth Lateran Council of the Catholic Church urged princes to require Jews in their territories to wear a distinctive identifying badge, such as the Star of David, on their outer clothing. (It seems to have been a recommendation, not an order, but may have been misunderstood as such).

Ghettos in the sense of districts where Jews were required to reside by law date from the Middle Ages. The Lateran Council of 1215 introduced a number of anti-Jewish measures and recommendations. Compulsory residence in ghettos was one of the latter.Obviously, minorities have often tended to live in the same district, and this goes back much further, but it is not the same thing as being required by law to live in a specificied district.

There was an explosion of anti-Judaism in the Rhineland at the time of the First Crusade (1096) and it became a permanent feature of life in most of Europe in the Middle Ages. In most places Jews were forced to live in 'Jewries' (ghettos) and the Lateran Council of 1215 decreed that they had to wear a distinguishing badge on their outer clothing when outside the ghettos. Stories about the blood libel proliferated; there were massacres, for example at the time of Richard I (Lionheart) in London, York and elsewhere. In 1290 the Jews were expelled altogether from England. Later, the Jews were accused of causing the Black Death, and there were further massacres ... This is only a very brief outline. A whole demonology developed around the Jews.

If you are referring to the Judenraete during the Holocaust, Jews were required to register by German Law. Failure to register with the Judenrat was punishable by death. Other than that, there is no "Council of Jews" as some nebulous term for a Jewish International Organization. Jews do not have any international database or organization in which conscription is necessary.
In 1492, Queen Isabella and King Ferdinand issued a decree to expell all of the Jews from Spain.
