Everything in a pharmacy is rated. S1 is general stuff on the floor like toothpaste, or sunscreen ect. S2 is medicine that is technically supposed to be behind the back counter, or in close view of it. No, a pharmacy is a business, anyone can own one if they have enough money. Owning a pharmacy does not mean that you are necessarily qualified to fill people's prescriptions. If you own a pharmacy but you are not a pharmacist, you would then have to hire a pharmacist to work for you.
