The stars denote that the recipient has received the award more than once. For example, if a Marine has a Navy Achievement Medal/Ribbon with 2 bronze stars on it, the Marine has been awarded the Navy Achivement Medal 3 times. (The first would be represented by the initial medal/ribbon, the second would be the ribbon with one star, the third would be the ribbon with two stars.)

well the ribbons arent supposed to come wit stars they arent the same they all look diffrent if they have stars its probaaly they did something for it and was the best at it like 1st place platoon or something

Actually, you have the original award (medal/ribbon) and each star represents a second, third award, etc.

Stars are a way of showing how much power you have as a general in the military. I don't know about ribbons though.

The answer to the question is that a star on a medal ribbon means that the holder has been awarded that medal twice, and two stars means thrice (Purple Heart for example).
