The red battery warning light is an indication the charging system is not charging. The red water level warning light is an indication additional water is needed.

The 1999 Mitsubishi Eclipse OBD 2 port is on lower right edge of dash; next to kick panel
The 2001 Mitsubishi Eclipse OBD 2 port is under driver side dash next to center console
Remove the plastic cover going around the board. It sits on clips. After you will see 4 screws holding the board. Remove them too. Pull out carefully the board, disconnect 3 wire harnesses.

The fuel pump relay on the 1990 Mitsubishi Eclipse is in the fuse box on the driver's side of the car. The fuse box can be accessed by opening the driver's door and removing the panel on the side of the dash.
