Probably a nomad, as Istanbul receives LOTS of Immigration from other parts of Turkey.

Or "rich", if he really lives and not merely stays alive in that city. It can be dauntingly expensive to enjoy it properly!

On the serious note, Istanbulian or Istanbulite would probably be as close as you'd get to a proper noun in English to address a person from Istanbul in one word.
