They can take the next step. * All municipalities establish building codes, so unless the lights are in violation of such codes there is not much that can be done with the exception of the voluntary cooperation of the owner(s) of the building with the lights. Perhaps the best option is to contact the department that regulates building codes in the city or county where the property is located. A self-help alternative would be to invest in window treatments (blinds, shades, curtains that are made specifically to block sources of light.
