Well see what happens when you don't discipline them early on?? Cut off his allowance, ground him, get him therapy or send him to military school. If you can't bare the pain of punishing him then start praying he'll grow up really fast and leave the house and leave you alone. If you have time machine then it would be a great time to go back and fix things but I doubt you have one. Thank you for adding yet another burden to society.
If a teenager is incorrigible, parents have several options. They can call the police, enroll the child in a boarding or military school, or send the child to a private behavior correction program.

A parent can get help from social services and the court system. Since they are still a minor until they are 18 you could ask for help from mental health, put them in a program for disruptive teens ( my guess is that they don't listen to ALL adults not just you), go to the school and talk with counselors, or enroll them in a private school that helps troubled teens. You might consider enlisting them in one of the military services or making a contract with them about the house rules, what you expect, and the consequences if they don't follow the things you ask.

Yes and no. They have to include the 18-year old's information on the policy, but if the kid doesn't drive, they can EXCLUDE him from the policy. This will allow the parents to be covered if the kid takes the car without permission, because it will be considered theft.
