I'm just going to pretend your budget is under 10 £/$.
I've been in this situation for many years and what I've done is I've gone out and bought a nice card for a few more than usual, and put a lovely message in it.
then I've either got something personal that I know she really likes, like a trilogy of films or some perfume, or I've got her something that will make her laugh like a gimmick-gadget thing. Remember there's always flowers, and chocolate never hurt anybody but be inventive however little money you have.
with mom's, it's usually the thought that counts, every year I've managed to impress her more with the message in the card than I have with the present!
