In Europe during the middle ages, part of the Christmas tradition included giving food or treats to poor people that would travel door to door performing dances of songs for the wealthier peoples. As time wore on the rich would sometimes be stingy with the treats, so the poor would chant some thing like trick or treat meaning give us food or we will damage your property. As the puritan movement gained strength in the US the celebration of Christmas beyond that of church was deemed pagan. Thus, the traditions of lighting the porch, trick-or-treat and others were moved to Halloween.
