The correct quote is "Cogito Ergo Sum", and it means "I think, therefore I am". That was wrote by Renè Descartes, a philosopher, and by that he meant that you can doubt all your senses, including your sight. You might be no more than a brain in a jar. But, as long as you can think, you can be certain of your own existence.
It does NOT mean that thought is a required condition for existence, of course, just that it's the only thing you can be certain of in a world of perceptions you can trust.
