But if you look at the line before "slouches towards Bethlehem to be born", you can see it is talking about some "rough beast" - a new leader? messiah?
Slouching towards Bethlehem, the birthplace of Jesus, could then refer to the rise of a new religious leader.
That's what the angels said to the sheperds when Jesus was born in Bethlehem.
