They would follow the laws of the land and the circumstances. There are very strict provisions outlined for bringing spouses into the United States as outlined here: uscis.gov/family/family-us-citizens/spouse/bringing-spouses-live-united-states-permanent-residents

It gets complicated if the couple are already living in the United States. The USCIS would have to be contacted for specific instructions that would apply to their circumstances.

In one case that I am aware of, they went to the Immigration bureau and received instructions. The couple had to move to Mexico and live there for one year. Then they could return and the non-American was granted a spousal green card. It worked out well for them.

When questioning a witness is it legal or illegal for a officer to suggest a culprit or give witness a name of the person the police believe is the man or woman who committed the crime?

It would at least be considered unethical and further may taint the entire case. Because if a witness made an identification as a result of an officer's suggestion(s), the defense could challenge both the witness's and the officer's integrity and credibility. If you want to conclude the these aspects make the actions illegal, well.......
