It gives you the highest health possible in the game and it never breaks, therefor it is the best armour in the game.
Collecting Florins (Through the villa, taken from dead bodies, or stolen) you can purchase it at the Blacksmith. Altairs Armor can be unlocked by collecting the Assassins Seals and placing them in the vault.
I have never heard of exactly why the designers did not make it to where you could separate Altair's armor. It does look pretty beast as is though. It would be cool to experiment with it though.
You must collect the six assassins seals. They can be found in the Assassins Tombs, which are marked on your map. They are located throughout a few of the cities, and once you have them all bring them to the "vault" underneath the villa and place them in the statues. This unlocks Altairs Armor.
Assassins Creed 2 by far. Absolutely. yup i agree it is better. Assassin's Creed II was universally praised by fans and critics alike while Assassin's Creed: Altair's Chronicles was described as being subpar and half baked.

You can get both Altair's robes and armor by going to the main menu and selecting Uplay. From their select Rewards and then assassin's creed brotherhood. From there you should see Altair's armor and robes which you can buy if you have enough points.
You cannot play as Altair. At one point in the game you do play a flashback, after you first exit the animus 2.0 (near memory sequence 5 or 6). You can also unlock Altairs armor for Ezio by collecting the 6 seals of the assassins.
