In my opinion, what that statement means is that you are not only his girlfriend, but his friend, lover, confidant, and possible soul mate or life partner.

If your X-girlfriend still has feelings for you and want to be friends, it might not mean anything more than that she wants to drop you gently. Get with it! That would be a mutual agreement both of you would have to decide together. Do you want to be his girlfriend, and does he want you to be his girlfriend; does he want to be your boyfriend, and do you want him to be your boyfriend?
it means that they have a crush on you and they want to be your girlfriend/boyfriend or wants to marry you
If someone says they are very fond of someone else it usually means that they really like that person as a friend. It does not usually mean that they're them as a boyfriend or girlfriend.
