Semi-permeable is when an object can intake a substance, but at much less amounts. I believe your skin is such a mechanism. It is also Selectively permeable, in which only oil based things can go in(this is for skin). Selective means only certain substances period can be intaken, period.

Permeable mean that it is full time. Semi-permeable is when it is only part of the time.
