Depending on what breed the dog is, the filming over the eyes could be some sort of infection. But some dogs are born with it, for example: Bloodhounds, Foxhounds, Trailhounds, and many more working dogs etc. The filming over the working dog's eyes is for running through long grass and stuff, to chase foxes or other things, whatever the dog's purpose is. I have a Trailhound and occasionally I can sometimes see a green tint, it's his filming, he used to be a working dog. So yeah, it's either an infection in the eye or the instinctive filming for a working dog. If you're unsure, then the dog should probably go to a vet.
it means something is wrong with their eyes or they are unhealthy
Just the different coloured coats blue Merle collies can have blue brown or blue and brown eyes so do some husky dogs and so do blue or red healers
Dogs with blue eyes are quite likely to be of the Malamute, Husky, Salmoye breeds which are sled dogs which are breed to be rather enthusiastic (if you know what I mean). I can see where such an association may have been founded but I it is one of consequence rather than one of direct association.
'Two Dogs' can mean that the two dogs are doing something or whatever. 'Two Dogs' can even mean that there are two dogs in the room, it's not that hard to decode you know.
If your dog is a puppy, eye color change is normal. With an older dog, it may be genetic, or old age.

Merle is a description of a pattern on a dog's coat that is created from a certain gene. Dogs that have the merle gene tend to have speckled coats and blue eyes.
Do you mean developing pics? you take the picture with the appropriate focus and then develop it either at a place like cvs pharmacy (if its color film) or develop it yourself using d-6 developer, water, stopbath, water, fixer, and final wash if you are using t-400 film. (if it is black and white film) If you use a digital camera take the pics and upload them or go to a pharmacy to develop them.

Ochi is the old word for "eyes" in Russian. Now they say "glaza". You've probably run across "ochi" in the film "ochi chornie" -- black eyes.
Within 3 hours of death, a thin cloudy film develops over the eyes. In a picture - as in reality - this can give the eyes an almost evenly greyish-white colour.
