Very generally speaking, dreaming that one is able to breathe underwater would represent feeling empowered and well-equipped to deal with any difficulty. While all dream images are specific to the individual dreamer, this dream seems positive and reflective of a healthy self awareness.

This dream seems far too obvious: no one can breathe underwater. So this has to be a metaphor representing something else. Perhaps the dreamer is doing something in real life that is unreasonable, like trying to breathe underwater. For example, the dreamer might be holding onto a relationship that obviously is over, or applying only for jobs for which he/she is totally unqualified. The dream is telling the dreamer to stop trying to do the impossible.
