A fortune cookie is a little baked dessert. It is a flat, round cake that is folded into a little purse, and a bit of paper with a phrase is inserted into this cookie. That is the "fortune" in the cookie.

It simply means that the machine at the bakery ran out of little paper slips when that particular cookie passed through, and no human employee there noticed. There is no supernatural significance to this.
This means that you have no fortune... you could see it either way either it is good that you didn't receive a bad fortune or it is bad that you did receive a good fortune... it's your choice...

OR

Maybe it means that something completely amazing is about to happen to you.. so amazing, that not even a fortune cookie can contain it!!!

OR

Someone who makes the cookies is lazy. Or it's invisible. Your choice.

Some may say an empty fortune cookie is a sign of bad luck or of no future. Perhaps this is just an oversight in making of the cookie, and a fortune was simply left out.
