Heat flows from a hotter object to the cooler object. A snowflake would be at 0 degrees Celsius but a healthy tongue would be 37 degrees Celsius, so heat would always flow from the tongue (by conduction and radiation) to the snowflake.
I DON'T recommend it. Though it may be fun, and exciting, It is a little dangerous. For example, bacteria may be present on the snowflake, Or viruses, parasites, and many other hazardous things can get on it. Also, snowflakes are made out of the water from precipitation. We don't know which water it came from. Did it come from polluted water? We won't know until we eat the snowflake, But at that rate, it is already too late if it lands on your tongue.
He might have an infection in his mouth or something caught around his tongue, he could have woody tongue.
