The 16th Amendment to the US Constitution reads: "The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census orenumeration."
This amendment allows the federal government to collect an income tax from the people and use it however it sees fit. The amendment was passed in answer to a prior Supreme Court decision prohibiting such direct taxation.

However, to say that these amendments had no impact on the Constitution is not correct. The 18th amendment became part of the Constitution as truly as any other part, and the 21st did also.
