The "Positive Crankcase Ventilation" valve pulls fumes from the inside of the crankcase, back into the intake. The general idea is, don't allow the crankcase to build pressure, since that's what contributes to main seal failure and severe oil leaks.
Look at the valve cover rear near the drivers side of the engine. there is a hose attached to a nipple there, the nipple is the PCV valve, it might come out with the hose, if not get a pair of plier and pull it out. The cost about $3 at the parts store.
The PVC valve is not held in by any nuts or bolts. Just pull on it to remove it.
One sign could be a lot of smoke out of the exaust

The Saturn SL2 was produced from the years 1990 to 2002 in the United States. The best way to tell if the fusible link in a 1999 Saturn SL2 is fried is that there will be no 12v.

It would, if you changed out the trans and the ecm/tcm. The SL2 SC2 transmissions have a different higher reving gear ratio.
