If you manage to get a Pikachu-Coloured Pichu sent into your game (via event or Wi-Fi) it will activate the Spiky-Eared Pichu event.
Simply go by Celebi's Shrine in Ilex Forest with the Pikachu-Coloured Pichu* and an empty slot in your party and a Spiky-Eared Pichu will appear. It will be at Level 30.
*Even if you have evolved thePikachu-Coloured Pichu into a Pikachu or Raichu, this special event will still work.
