This phrase is recorded by Ezekiel, a Jewish priest and prophet recently exiled to Babylon. God's throne is shown to have wheels etc. the point seems to be that God is not back in Palestine, his throne is mobile, he is God of everywhere and he is with his people even in their exile. The wheel was a perfect wheel of vapor born from a vortex [whirlwind like] riding from within a nimbus cloud. The Cherubin ride inside of this wheel and move downwards within their light. The Glory of the Lord came from within the wheel and this caused a Rainbow like aura as describerd by Ezekiel to spin on the outside of the wheel producing a wheel spinning around a wheel,spinning not in the direction it went over the heads of those who were there.These are Gods Chariots and have been described in ancient text as Ophanin.This is the wheel within a wheel, it is NOT symbolic.

No one knows for sure. My own conclusion is that Ezekiel's "wheel within a wheel" is referring to a lobed machine.

Consider how the number eight can be formed by two circles. Allow these circles to overlap by an least half and a lobe shape appears. Use two same size coins to do this.

A coin within a coin, a wheel within a wheel.

I believe Ezekiel had listened to countless stories of the construction of the Giza Pyramids and 'wheels within wheels' is describing the ancient Egyptian four- lobed pinion-pulley.
