A diplomat is a liaison between two parties. They work with two parties to discuss and resolve issues. There are diplomats that work between countries and large corporations.

In the US foreign service, there are two kinds of officers.
The first is the Ambassador. This person is the public face of America in that country. The reality of ambassadorships is, for any country an American might like to go to the ambassador is someone who raised a LOT of money for the president's campaign. The ambassadors to France, England, Germany, China, Russia and any of the other really nice countries where the job isn't that hard are all people who ran fundraising campaigns that brought the president's campaign millions of dollars. The ambassadors to places like sub-Saharan Africa are people who have worked in the State Department on those countries their entire adult lives. Needless to say, the not-so-nice countries generally have better ambassadors. (The current US ambassador to the UK is the retired chairman of Citigroup and a long-time Democratic fundraiser. The current US ambassador to Benin has been a foreign service officer in the State Department, working Africa, for the last thirty years.)
So, basically, the major job of the Ambassador is to throw good parties, socialize with the government and industry of whatever country he or she's posted to, be in charge of the career foreign service officers and not embarrass America too badly.
The Foreign Service Officer is the diplomat that does the hard work of country-to-country relations. Most of them have doctorates in something related to foreign affairs. A good FSO can make a horrific Ambassador look really good.
