Actually, the ruffled tulip is on the cover of New Moon, the second book in the Twilight Saga. As it were, Stephenie Meyer says on her website that she had nothing to do with the cover for New Moon and she herself does not know what it's supposed to mean.

The new Moon "phase" is when the Moon is (more or less) in front of the Sun. We cannot normally see the Moon in this phase. If the Moon is exactly in front of the Sun, the Moon covers the Sun and we see a solar eclipse.
According to an interview on "Unscripted" with Author Stephenie Meyer the tulip on the cover of New Moon had no meaning for her and the book. It was simply a design decision made by the publishing company.
A full moon is when the moon is behind the Earth and the new moon is when the moon is in front of Earth. So they are exact opposites.
