Its for the vehicle Anti-Theft Security System, when the Fob is locked it blinks and shows the vehicle is in Theft Mode, If the wrong key is used it will stay on the car runs for a few seconds until the injectors are shut off.

The light is turned on by a switch on each door. Check them one at a time to see which it is, and then adjust or replace it.
it is in the door side panel under the regular fuses it is the relay on the left hand side. in my neon it was green. you may have to remove part of the dash to get the relay out.
I have a 1995 neon dodge and my dash lights will not come on or my tail lights and every time i change the airbag fuse and turn on the car the airbag fuse blows.
You need gas!.... or your fuel level is very low, my 2000 Neon a chime will also sound.
A dodge neon does not have a heater valve. The inside temp is adjusted with an airflow control door inside the dash.
I had a 2000 Plymouth Neon and I saw the same ''FUSE'' light on all the time, check the light switch in all of the doors, if the FUSE light is still on, check the interior light bulb, maybe is burned...
That is the check engine light.
A 2003 Dodge Neon does not come with a passenger side deactivation switch. The only way to turn it off would be to take the airbag fuse out but that will disable all the airbags and you will have a constant flashing light on in your dash.
