It closes and re-pens windows (ie. Info, Layers). It can be used to temporarily hide windows to create more screen estate for the canvas, then quickly bring them back when you need to check or arrange layers, select a color from your color pallete, etc.

Yes. Simply press shift tab, then go to window and select the tabs you want open; everything else will remain closed.

Depend on when is pressed it can hide all panels and tools or to move to the next text field in any dialog, panel or Options bar (when options bar is in focus). Tab can also switch from Full Screen Mode to Full Screen Mode With Menu Bar. Shift + Tab hides palette with panels on the right side of screen.
