The "powder" Armstrong was referring to is called "regolith". The regolith covers the entire surface of the moon. When they returned to the Lunar Module and took off their helmets, Armstrong and Aldrin noticed the smell of gunpowder, which came from the lunar dust on their suits.
As would be expected, the lunar surfaceis covered with rocks and craters. Most of the craters have craters within craters.
