Organized crime in the U.S. existed long before the 1920's. It came to the fore due to it's increase in size in this country. As more and more Italian immigrants came here more of the criminal element also arrived. Once here they adapted to the new world and developed new rackets ans well as employing the old. The Prohibition of liquor really pushed the gangsters to the public forefront as they became more bold in their chase for the dollar and power. This link provides a detailed history of organized crime in this country, where and how it began and in what direction it has gone. http://newenglandorganizedcrime.com
The Eighteenth Amendment to the US Constitution prohibited "intoxicating liquors", but did not define them. The National Prohibition Act of 1919 (also known as the Volstead Act) provided the definition and implemented the Eighteenth Amendment.
People still wanted Alcoholic Beverages. As they could no longer be obtained legally, supplies were smuggled in (mainly from Canada) or brewed in illegal stills. Criminal gangs organised the distribution and sale of the liquor. Demand was high, profits were enormous and there was fierce competition. Criminal gangs recruited more members to distribute and sell the liquor and to fight off rival gangs. Small gangs were eliminated or takern over by larger gangs. Some of the profits were used to bribe politicians and police, which made the gang leaders more powerful.
It changed it. The Mafia quickly discovered a new source of income; bootlegging, which quickly became the primary focus of their operation. The American Mafia flourished in the Twenties. It was during the Prohibition Era that some of the nastiest syndicates and the most powerful bosses arose. Well known Mafioso such as Al Capone, Bugs Moran, The Purple Gang and the Chicago Outfit. It was also the time period in which fights like the Saint Valentine's Day Massacre occured. The "drive-by shooting" was invented during the twenties as well.
