The French wanted to establish control of Mexico. There also was a class of rich Mexicans that allied with the Catholic Church to thwart the liberal and secular government that had gained power in Mexico. Napoleon III convinced an Austrian archduke that the people of Mexico wanted him to be the emperor of Mexico. With the backing of the invading French army, Maximilian was crowned emperor of Mexico. The mass of people however remained loyal to the exiled government of Benito Juarez. The US was involved with its Civil War and was unable to enforce the Monroe Doctrine to keep the French out.

Puebla was on the route from the main port of Veracruz to Mexico City. It was successfully defended at the Battle of Puebla, marking the first defeat of the French army by the Mexicans. The French later did take Puebla.

With reversal of fortunes with his European wars, Napoleon III, eventually withdrew his troops and Juarez and his generals defeated Maximilian at Queretaro and had him shot.

The Mexicans owed the French money from their war with Spain and they could mot pay it. So the French decided they would concore Mexico but the Mexicans put up a good fight, until they lost the war.
