It doesn't freeze, the water current is too strong.
Actually the falls has frozen over some winters. It often has tall spiraling ice peaks from the mist that rise above the falls. I have been there when the viewing areas are all very ice covered and have had problems getting into my car after spending time near the falls. (Ice builds up quickly from the mist in cold weather).
Water does flow for almost all of the winter. It is a really interesting site to see the falls in January though. If you get the chance, go see it then!
