The planets came together under the force of gravity, which pulled together clouds of small rocks. As the rocks came together pressure was generated on the ones underneath, which produced high temperatures and melted the rocks, allowing them to form into spheres.
Gravity is a force of attraction only, unlike electrical force which are polarised (attraction and repulsion). So it can only have been gravity that did it. Gravity is a relatively weak force but it operates over very large distances when the masses involved are very large.
