You might try "Shoe Goo". It is sold everywhere usually located with shoe laces and shoe polish. It is used for mending shoes and I have used it on leather. It works really well. You might also try Glue-all or contact cement.
Sure you can. Whether it will be strong enough for your application is another question. Epoxy/JB weld usually gives decent results.
Using hot glue on leather works very well. I used it to glue leather uppers to rubber soles on some old work shoes and it's still sticking 3 months later.
