In France, I started to learn English in CP, which is the equivalent of the first grade. What we learned however was very basic and a more intense learning of English starts in sixth grade. In seventh grade, we start to learn a third language (usually either Spanish or German). Hope it helps!!
It is certainly possible to get a grade B in GCSE Spanish after only learning it for 1 year. It may take work but it can definitely be done.

It really depends what age you start learning, how good you are and how much you practice. I did grade 7 when I was 13 but a lot of people only start learning aged 13. I would say that the average age can range from 15-17 (most people in my school take grade 7 when they are around 16).

In my studios, they join Intermediate Foundation. It is like a normal class but it can help your teacher decide what grade you should be in.
