The Japanese government has allowed their whaling boats to carry weapons and use them if necessary.
The one based on date of initial asking was about the collision between the Ady Gil and Japanese Harpoon Vessel. What happened was that on January 2010 whilst the Ady Gil was out of fuel and waiting to be refueled, one of the Japanese harpoon vessels for what ever reason got too close and took of the front end of the boat. One man was injured but the boat later had to be bunk after fuel was drained out due to impossible of towing it. This incident got mass media attention and both sides blamed each other.

Not all whaling is Japanese whaling. They get the most fame because they kill many whale (almost 1000 in the southern ocean every year, along with hundreds off their coast). Norway, Iceland, and some aboriginal tribes also kill whales, but not as many as Japan.
