The U.S. government shutdowns occur when the U.S. President and one (or both) of the chambers of Congress are controlled by different political parties, and are unable to resolve disagreements over budget allocations. Congress passes spending bills that fund the government. So if it doesn't pass, the government grinds to a halt.

What it meant was lost business for stores, and lost income for many workers. In cities across the United States, government workers are consumers at restaurants or coffee shops or drugs stores, and they also shop at local businesses. With no paychecks coming in, this meant nearly-empty stores as people had to reduce their spending; these people who were out of work also were worried about being able to pay rent or other bills. The shutdown also had a negative affect on tourism, since national parks and national zoos were closed and visitors from other countries could not spend money at these places.

What they are saying is that they will need to shut down some services in order to save money (they overspent on some services).
