In the Bill of Rights there is the freedom of speech. This includes written or oral speech and in a perfect government nothing would happen, but events do happen in protests. Usually, this is a result of the police feeling that laws are broken. People who do protest, speak out, are willing to accept the consequences of their actions and we all have the "right" to speak out and work at changing the policies of the government.
