Cooking kills bacteria but not the toxins the bacteria made while growing. Refrigeration does prevent most bacteria but not listeria which can grow in a refrigerator. Botulism is a toxin that does not go away with boiling or cooking.

Bacteria goes into a state of suspended animation when frozen. It won't grow, but doesn't necessarily die. Some bacteria may be damaged and the population could take a little bit of time to recover when thawed, but it is not normally wiped out.

It really somewhat depends upon the type of bacteria. Most will stop growing or grow very slowly. Refrigeration will not kill off pathogenic bacteria. Some bacteria, like Listeria monocytogenes, will grow.

When it rots, it will leave a smell in your fridge if its been in their for to long. Don't put it in the trash. It will make your trash bin smell also. So just put it in the freezer. It will eventually freeze the smell. ( it won't make your freezer stink)

At such low temperatures, bacteria and other micro-organisms can die, and will have great difficulty performing basic functions (like absorbing nutrients and cell division) meaning that there will be less bacteria and they will make the food spoil less quickly.

This doesn't eliminate all bacteria though, which is why even frozen food has an expiration date.

Putting food in the refrigerator does not kill off the bacteria. The cool temperatures only inhibit their growth.
