The fourth week of the monthly pill is normally just sugar or iron pills. The other three weeks contain the actual contraceptive, however, in case your prescription is different, you may want to talk to your pharmacist or doctor.
No the sugar pills are only there to keep you in the habit of taking them every day and to remind you to start a new pill pack as soon as they're done. Even though they don't technically do anything, if you just started the pill keep taking them until you get into the habit. The sugar pills have no hormones and are only a supplement, usually with iron and other vitamins, and you're most likely to start your period within that last week.

assuming you are referring to the inert pills in a pack of 28 day birth control pills, you take the pill to keep you used to taking the pill so you wont forget when its time to take the pill pill again

If you forget to take your birth control pill, don't take two to make up for the one you forgot! Start fresh the next day. Try to take them at the same time everyday also. Your less likely to spot bleed or start spotting when you forget your pill.

you will want to move on to the next non-sugar pill. you will take the last bc pill in the pack, and then skip the sugar ones, then the first day you are supposed to take the placebo one, take the next bc one.

Sugar pills don't have the active ingredient so it would be the same as missing a regular pill. You will be unprotected for 7 days so USE CONDOMS
