Most of the time, a non-blinking turn signal simply means that one of your turn signal bulbs is not working. On many cars, the non-working bulb may not be obvious, i.e. it could be one of the small side marker lights rather than a front or rear turn signal bulb, so look carefully.
The fuse for the blinker of a 96 Cavalier should be in the fuse box inside of the car. A more likely cause would be the flasher, located under the drivers side of the dash.
Under the dash board I think.

First you have to check your flasher, this is located where the fuse box is, this could be one of your problems.
There could be numerous problems that may cause this fault. Personally, my blinkers started going out (working sometimes and sometimes not) and what I found out is this...The flasher switch that is located in the dashboard above the radio is faulty. When my blinkers do not work i just tap down on the flasher switch without turning it on and my blinkers work again. Shotty electrical work in this car if ya ask me.

The 2000 Chevy Cavalier turn signal flasher relay switch is located beneath the drivers side dashboard. The turn signal flasher relay switch will be above the accelerator pedal.
It is located by the ignition switch on the right side of the steering column.
the flasher is located underneath the hood..what you will have to do tho is locate the fuse box and figure out which relay is blown because there are like three that look the same
