A1: There are no exact evidence of the acute illnesses caused by exposure to electrical substations, but adverse chronic effects were recorded like baldness of the hair and cancers to the extreme cases. Since electrical systems emits high radioactive materials, then there are effects to the growing cancers cells in our body which by then eventually will mitigate and turn these cells to produce cancer related illnesses.

A2: The above is a common misconception. EMF fields weaken at a rate of distance away from it squared. This means at 100 meters from a substation, you are receiving 1/10,000th of the EMF that you would receive at 1 meter. Realistically speaking, you are likely to get much more EMF on a day to day basis from the wiring in your walls, your cell phone, and any wireless equipment you have at home (phones, networks, sound systems, etc.) than you would from a substation or nearby overhead power line, simply because you will be much closer to these than you are to that power line or substation.

To my knowledge there have been no concrete studies done proving a link between substations and overhead power lines with cancer, "acute illnesses", or any chronic illnesses. Substations tend to give off noise, which you might find annoying. Other than that, you're safe being outside the substation fence.
