It means "You're welcome", and is a common response to "thank you" (謝謝, xiexie). The proper way to say it is Bù kèqi and it's written 不客氣 in traditional Chinese (Taiwan, S. China) and 不客气 in simplified Chinese (China).

More in-depth for those curious:

------------------

"bù kè qi" (不客氣) literally means "Don't be polite" in Mandarin. It is a common way to say, effectively, you're welcome, just following the most common thank you in Mandarin: "xie xie" (謝謝). Also common is simply saying "bù xie" (不謝)... or, literally, "don't thank me".

The Chinese have the tendency to negate a polite action/comment from another, rather than acknowledge it... indicative of their culture as a whole. It is also interesting to note that the Chinese character examples are written "Chinese" (shown by the original responder in both traditional and simplified form). But, the English representation of the pronounced responses are in "Pinyin" (e.g. "bù kè qi") which is strictly a representation of the spoken language of Mandarin (the mainland preferred spoken language). Those in Hong Kong, for example, say the Chinese characters in Cantonese.

I am not a native speaker, so please feel free to correct or enhance this info. I love to learn and have no pride issues when I realize I have been mistaken :)
