Without some sort of regulatory code, anyone could install, and maintain electrical systems in any manner they choose. The NEC is the most common used in the USA. the National Electric Code provides a standard by which to install and maintain electrical systems. For example, one person might connect a lights switch using the white wire for the 120 voltage, and the black wire for the neutral, this is the opposite of what the NEC states. If someone did this, then the next guy might come along and cut into the white wire thinking it doesn't have any voltage on it, and get electocuted, or at least trip the breaker.
