Mercosur (Spanish: Mercado Común del Sur, English: Southern Common Market) is an economic and political agreement among Brazil, Argentina, Paraguay, Uruguay, and Venezuela.
Mercado Comun del Sur ~ Southern Common Market. Latin American trade organization established in 1991.
Mercosur was set up in March 1991 by Argentina, Brazil, Paraguay and Uruguay under the Treaty of Asuncion. The 1994 Treaty of Ouro Preto gave the body a wider international st…atus and formalised a customs union. Brazil and Argentina are Mercosur's economic giants. Bolivia, Chile, Colombia, Ecuador and Peru are associate members; they can join free-trade agreements but remain outside the bloc's customs union. Moves to include Chile as a full member were suspended after Santiago signed a free-trade deal with the US in 2002. Mercosur tariff policies regulate imports and exports and the bloc can arbitrate in trade disputes among its members. In the longer term, Mercosur aims to create a continent-wide free-trade area, and the creation of a Mercosur development bank has been mooted. from: http://news.bbc.co.uk/2/hi/americas/5195834.stm more info on the above website

Well, it depends on which country you are staying and which country your cedula is from. Technically speaking, you can stay forever because of the Mercosur visa agreement. How…ever the implementation is different in each country. The simplest ones to stay seem to be Chile and Argentina. Once you are in either of them you just need to go to the Departamento de Extranjeria and fill the form to get the Mercosur visa. Once that is done you will receive your residence permit in about a week. That permit is valid for two years, but after that you can change it to a permanent residence. In both cases after 5 years you can get citizenship. Brazil is more complicated, because you need to start the procedure before getting into the country. I don't know about other countries, but I suspect that Uruguay and Paraguay should be easy too.
