In the time of the Republic, Rome's most important legislative body was the popular assemblies. There were two of them and they elected different officials. The Senate, technically, could only propose laws, and a Tribune, representing the people, could veto them. However, politics being politics, there was always back-door deals and hanky-panky going on.

During the period of the Roman monarchy, Rome did not have a legislative body. The king issued the laws. During the period of the Roman Republic the legislative bodies were the popular assemblies: the Assembly of the Soldiers, the Assembly of the Tribes and the Plebeian Council. During the period of rule by emperors, again, there was not a legislative body and the laws were imperial edicts.
