A Sutra is a teachings of the Lord Buddha(who knew everything) to a particular person(peoples) , god or Brahma in a certain occasion. After the First Buddhist council all teachings of Lord Buddha collected as the Tripitaka and memorized by Arahant(enlightened) great Theros. So that there will not be a alteration to the pure teachings of Lord Buddha which contain the ultimate reality(Dharma).
