A bullock is a European term for a steer. A steer is a male bovine that has been castrated before he reached sexual maturity.

"Bullock" is also sometimes used just to refer to a young bull. I'm sure the bull takes notice when it transitions from one definition to the other!
In the US it generally refers to a young bull. The English and Australians use the term to indicate an old steer.
