For ropework a cable is simply a large rope, whether made of metal, hemp, or synthetic material. Wire rope and other rope is usually referred to as cable when it gets larger than 1 inch in diameter.

I believe this is a defect in the rope cable. A "birdcage" refers to the separation in the rope wraps caused when a cable is stressed. When the separation is such that you can see a gap between one lay of rope and the rest of the cable, the defect is called a birdcage.
